All ZL1s were COPO, right?
But COPO meant you could order pretty much anything!
And what about the Baldwin Motion 454 models (or were they not 'til '70)?
And what about the first new/modded Camaros from Dale Berger?

But to answer the question... ZL1!

copo is diferent from ZL-1 and baldwin motion cars werent factory offered cars, they were considered like ligenfelters are today to corvettes

I know COPO and ZL1s weren't the same, COPO (Central Office Processing Order) was a way to order weird abstract combos (like a big block convertible RS and such). All of the ZL1s (69 of 'em) were made under COPO though.

cant remember the exact specs, but i know it was factory underrated in hp by around 200. And I think the factory rated it at 400hp or so. Apparently this was to discourage buyers who didn't know what it was.

ZL1 all aluminum 427 was factory rated at 430hp, in reality it made high 500 hp stock. the reason why they were down rated like most of the motors from back then was to dodge insurance costs, cuz back then the cars were rated by hp, and if they put down 600hp then insurance would be as much as the car, and nobody would be able to drive it, on top of buying it :)

I read somewhere that ZL-1 motors when running with proper octane fuel for the time dynoed closer to 600hp at the wheels

With headers they'd pump out 600hp, more likely flywheel than rear wheels though.
