Shifting too soon

My buddy's '93 1500 (pick-up) has an auto 4speed, I think it's a 700R4. Anways, it shifts from first to second at 2800 RPM regardless of what gear the shifter is in (even if it's left down in first.) What causes this, and how can it be fixed. It only shifts too early in first, all the other gears it will hold on to 'til at least 4500 RPM.

Sounds like a possibly T/V cable adjustment problem...

93 was the first year of computer controlled 4L60's (4L60-E), but I think the trucks still had modulated ones til 96ish...might want to check if its comp controlled or not.
